The room was very quiet. Cole looked back at her. Whatever combination of professional deflection and institutional reflex had been assembling itself in the moments since Ellis stopped speaking came apart completely under that look.

She didn't say anything. She simply looked at him with the expression of a woman who had been building cases for a long time, and knows exactly what a complete evidentiary record looks like from both sides of it.

He tried: "Ma'am... Ms. Bennett... I didn't... I didn't know who—"

She stopped him—not by raising her voice, not by moving, but by speaking at a pace and a volume so precisely calibrated that it occupied the same space as his fumbling and did not leave room for it to continue.

"Ignorance of the law is not a defense, Officer Cole."

She held his gaze.

"You have used that exact phrase on citizens in this district for years. You have said it at traffic stops, and at front doors, and in parking lots to people who didn't know their rights, couldn't cite the case law, and had no credentials to push back. You have said it to people who deserved the same protections you denied me this morning. Today, it belongs to you."

She turned to Captain Becker and delivered three instructions with the measured cadence of a woman making a record:

"Effective immediately: Officer Cole is to be suspended without pay, his service weapon surrendered, and his access credentials deactivated pending a federal civil rights investigation under 18 United States Code Section 242.

"Officer Lawson, his partner, has a short period to file a complete and unqualified incident report. If that report omits, softens, or misrepresents any element of what occurred on my property this morning, she will be named as an accessory in the federal complaint.

"And all civilian complaints filed against Officer Cole with this department over the past several years are to be forwarded to the DOJ Civil Rights Division by end of business Monday."
