"Before Keller reached her," the analyst said. "Draft timestamp is seven minutes before the false call."

Maya looked from the draft email to the car wash footage still pinned on the board: Marcus had not improvised; he had prepared a frame and waited for someone to step into itβ€”or be pushed.

Angela Morris closed her folder. "This becomes a civil rights matter."

Patricia nodded. "And obstruction."

Daniel said, "And public safety endangerment."

Maya did not rush to label it. Labels mattered, but sequence mattered more. She walked to the whiteboard and picked up a marker:

  • Andre file accessed

  • Maya profile accessed

  • Inspector Risk email sent

  • Gate 18 locked

  • Cover story draft created

  • False call placed

  • Keller detains Maya

  • Reed attempts log modification

She set the marker down. "This is the spine," she said. "Everything else attaches to it."

Angela studied the board. "Commissioner, I'll need your statement about the prior complaint. Not your brother's full historyβ€”just how Reed's access to the file relates to motive."

"You'll have it."

Daniel looked at her. "Does Andre know Reed searched him?"

"Not yet."

"Do you want me toβ€”"

"No." He stopped.

Maya's phone was in her hand before she fully decided. She stepped into the hallway and called Andre. He answered on the third ring. "You back at the stadium?"

"Yes."

"You sound like the part where I should sit down."

Maya looked at the sealed control room door. "Reed searched your file yesterday before the incident. He searched you, then me."

Andre went quiet. Maya waited. When he spoke, his voice had gone flat. "So, I wasn't just history."

"No."

"I was motive."

"Yes."

A long breath moved through the phone. Andre said, "I want to be angry."

"You can be."

"I am. But mostly I'm tired."

Maya closed her eyes once. "I know."

"No, you don't," he said, not harshly. "You kept fighting. I had to build a life around the thing they said I did."

Maya had no defense against that, because it was true. "I'm sorry," she said.

Andre was quiet again, then said, "Not you. I'm tired of everyone who made you feel like you had to apologize for finding the truth."

Maya leaned against the wall.

Andre continued: "Use my file."

"You don't have to decide now."

"I'm deciding. Use it, but use it right: not as a headline, as proof."

"I will."

"And Maya?"

"Yes."

"Do not let them make Keller the whole story."

She looked through the glass at the board, at Reed's name written again and again. "I won't."

When she returned to the conference room, Angela was speaking with Patricia about formal notifications. Grace had printed the draft email. Daniel stood near the window with both hands on his hips, staring at the stadium seats through the glass as if the structure had personally betrayed him.

Maya came back to the table. "Andre consents to the file being included."

Patricia looked up. "We'll document that."

Angela said, "We also need to identify every person who received Reed's Inspector Risk email."

Grace said, "Already pulling distribution logs."

The forensic analyst raised a hand. "There's an issue: Keller was not on the email chain."

Daniel frowned. "So, Reed didn't directly instruct him."

Maya looked at the board. "He didn't need to. He shaped the environment, then he made the call."

Angela nodded. "And chose a responder whose behavior he could predict."

Grace added, "Keller has nine prior complaints in Reed's informal notes. Not all formal, but the notes exist."

Keller's name seemed to grow heavier in the room. Patricia asked, "What kind of complaints?"

Grace read from the screen: "Improper credential challenge. Aggressive removal from restricted seating. Detention without completed scan. Verbal misconduct. Failure to activate incident review."

Maya asked, "Dates?"

"Over six years."

"Outcomes?"

"Most never advanced beyond supervisor review."

"Supervisor?"

Grace looked up. "Reed."
