The lead officer's voice cut through the chaos, steady and authoritative: "Susan Miller, you are under arrest for filing a false police report, attempted theft, and assault."The sound of handcuffs clicking shut was sharp and final.Susan froze, her wide eyes darting from one officer to another as if she couldn't process what was happening.
