"What is that?" he asked.

Marcus lifted his eyes. "A civil rights review opened six months ago."

Whitmore stared at him. "You are investigating me?"

"Your department," Marcus replied. "You were one of several officers named in repeated complaints involving unsupported stops, inconsistent reports, and missing camera footage."

The woman across the street lowered her phone slightly, stunned by the revelation. Cole looked at Whitmore as if seeing him for the first time.

Marcus continued, his voice controlled. "This stop did not create the investigation. It gave us evidence we did not yet have."

Whitmore's face tightened. "I followed my judgment."

"No," Marcus said. "You followed an assumption, then changed your reasons each time the facts contradicted it." He pointed toward the scholarship certificate, the valid registration, and the sealed envelope still resting on the hood. "You saw proof; you ignored it. Your partner gave you the correct information; you silenced him. Your camera was active until the moment the facts stopped supporting your story."

Whitmore looked toward Cole. "You're going to stand there and let him accuse me?"

Cole swallowed. Fear passed across his face, followed by something firmer. "He is not accusing you," Cole said. "He is describing what happened."

The sentence broke the last protection Whitmore thought he had.

Marcus turned to Laura. "Contact the department commander. Request immediate preservation of every complaint involving Officer Whitmore for the past five years." Then he looked at Jordan. "I need to ask you something right now: do you need your father, or do you need the director?"

Jordan looked at Whitmore, then at the people watching from the roadside. His voice was quiet, but everyone heard it. "Be my father first. Then make sure he cannot do this to someone whose father is not you."

Marcus held Jordan close for a moment, allowing the authority of his office to disappear behind the simple steadiness of a father's embrace. Around them, the roadside remained silent except for distant traffic and the soft hum of idling engines. Jordan rested his forehead briefly against his father's shoulder, and Marcus felt the tension his son had carried alone begin to loosen.

"I am here," he said. "You do not have to hold everything by yourself now."
