Bennett looked at her.

“What’s your name?”

Monica blinked.

“My attorney?”

“Rachel Sloan.”

Monica understood.

Her sister Denise.

And Rachel Sloan, a longtime friend and civil attorney who had advised Monica after the parking-garage break-in.

She had forgotten.

“Yes.”

Brooks nodded.

“Ms. Sloan contacted TBI approximately eleven minutes ago.”

Redd stepped closer.

“This is my investigation.”

Brooks looked at him.

“Not anymore.”

Redd’s jaw hardened.

“You don't have jurisdiction to interfere with a lawful county arrest.”

Brooks remained calm.

“I have jurisdiction over allegations of criminal misconduct by public officials when referred appropriately.”

“Nobody alleged misconduct.”

Brooks looked toward Monica.

“Her video does.”

Silence.

Redd’s face changed.

Bennett looked down.

Monica’s heart pounded harder.

Brooks turned toward Redd.

“Do not touch Ms. Hayes’s vehicle.”

Redd stepped forward.

“You're taking her word over mine?”

“I’m taking no one's word.”

Brooks raised the folder.

“I’m preserving evidence.”

Then he pointed toward the body camera.

“Do not deactivate that.”

Redd’s hand instinctively moved near the camera.

Stopped.

Brooks noticed.

“Good decision.”

Redd stared.

“What exactly did she send you?”

Brooks looked at Monica.

“May I show him?”

She nodded.

Brooks removed a tablet from his case.

Opened the clip.

The screen was small.

Enough.

Timestamp.

Interior of Monica’s sedan.

Driver’s door open.

His torso blocked part of the frame.

Then his right hand entered from near his belt area.

A small clear bag visible between two fingers.

He bent.

Monica watched Redd watch himself.

“That video is edited.”

Brooks nodded.

“Possible.”

Monica looked at him.

Brooks continued:

Redd seized on it.

“So you admit—”

“I admit nothing.”

Brooks’s tone hardened.

“I said we authenticate evidence.”

Redd looked toward Monica.

“You set me up.”

She almost laughed.

“I didn't know you existed forty minutes ago.”

“You activated that camera intentionally.”

“Because you said you were searching my car.”

Redd shook his head.

“This is entrapment.”

Brooks stared.

“Deputy, I strongly recommend you stop offering legal theories.”

Bennett turned away.

Monica could not tell whether she was hiding fear or disbelief.

Brooks looked toward her cuffs.

“Deputy Bennett.”

“Yes?”

“Remove Ms. Hayes’s restraints.”

Redd immediately objected.

“She’s under arrest for possession.”

Brooks looked toward the evidence bag.

“Where is the evidence now?”

Redd held it.

Brooks extended a hand.

“Set it on the hood.”

“No.”

Brooks’s eyes narrowed.

“You are now holding disputed evidence in an active public-integrity investigation.”

Redd stared.

Then slowly placed the bag on Monica’s hood.

Brooks photographed it.

Position.

Packaging.

Gloves.

Redd’s hands.

Then Bennett removed Monica’s cuffs.

Monica rubbed her wrists.

Brooks said:

“Ms. Hayes, do not enter your vehicle yet.”

“Understood.”

“I need the car preserved exactly as it is.”

“Okay.”

He looked toward Redd.

“You also need to remain here.”

Redd laughed.

“Am I detained?”

Brooks paused.

“Not yet.”

Those two words hit differently when directed toward Redd.

Monica saw it.

Redd did too.

Within thirty minutes, the suburban street became a controlled scene.

TBI evidence team.

County supervisor.

Internal affairs representative.

Tow operator.

Monica’s attorney Rachel Sloan.

Her sister Denise, furious enough that Monica kept her at least twenty feet from Redd.
