Culvin stopped 6 ft away, his Glock leveled at the center of Harmon's chest.

The flashlight painted the other man in harsh white light. The worn work shirt, the cargo pants, the scuffed boots. His eyes moved over Harmon the way a man reads a document he has already decided he disagrees with.

"Get on the ground," Culvin said. "Face down. Cross your ankles."

"Officer, I need you to listen to what I am telling you. If you comply with what I'm asking, this resolves itself in about 90 seconds. If you don't, you are going to cause serious damage to an active federal operation."

"I said, get on the ground."

"My badge is in my left jacket pocket. Reach in and take it out."

"You'll have plenty of time to tell your story when we get you processed," Culvin said, already stepping forward. "Last time. Ground. Now."

Harmon assessed his options in the space of a breath.

He could disarm the officer. The mechanics of it were straightforward. The training was current. But that would escalate this into something from which neither of them would recover cleanly.

He could resist verbally and hope the man had enough residual professionalism to pause. But the eyes told him the man was too far into his own adrenaline for language to reach him right now.

Or he could go to the floor and let this run until Baines pulled the trigger on the breach and the cavalry arrived.

He chose the floor.

He lowered himself smoothly, controlling the descent, and lay face down on the concrete. The surface was cold and gritty and smelled of old machine oil. He kept his palms flat and visible, pressed against the ground on either side of his face.

Culvin was on him immediately. Knee into the small of his back with weight behind it, hands yanking Harmon's arms back at an angle that was about 15° past what was necessary.

The handcuffs went on tight. Not patrol tight. The other kind.

"You're running with Moss, aren't you?" Culvin said, and it wasn't a question.

He was already patting Harmon down, hands moving fast and rough across the work shirt. His fingers found the collar wire. He paused.

"What is this?" Culvin said.

"That is my surveillance wire," Harmon said, his cheek against the concrete. "Connected directly to my supervisory agent, who is listening to this conversation right now. I am asking you one final time, Officer, as a professional courtesy. Reach into my left jacket pocket and look at what's in it before you do anything else."

Culvin ripped the wire free.

The earpiece in Harmon's ear went silent.

In the surveillance van on Plimpton Street, Renata Baines heard the wire drop and was already keying her radio before the static finished.

"Tactical, this is Baines. Advance the breach timeline. We have an officer-down situation in the south corridor. I need the building in 60 seconds. Move."
