Gallagher stiffened, bracing for the worst, certain his own arrest was next. He had watched it happen. He had done nothing to stop it. "Yes, sir," Gallagher whispered, staring down at his boots, unable to meet the director's eyes.

"You knew it was wrong," Roland said, his tone shifting from commanding to something quieter, almost instructive. "I saw it in your eyes in the back of that cruiser. You knew he was out of line, but you stayed silent because he was your senior officer."

"I should have stopped him, sir. I'm sorry."

"Apologies do not protect civil liberties, son," Roland said firmly. "Courage does. The badge you wear is a heavy burden. It demands that you police your own with the same intensity you police the streets. If you ever stand by again and watch a fellow officer abuse their power, I will personally ensure you share a cell with him. Do you understand me?"

"Yes, Director. Crystal clear."

Roland nodded, satisfied, and turned back to face the room: the stunned faces of the local police force, the terrified captain still standing frozen near the hallway, and the small army of federal agents holding their positions, waiting for his next word.

"Agent Hayes," Roland said, rolling his sleeves down over his forearms, the red marks from the handcuffs still faintly visible on his wrists.

"Yes, Director?"

"Let's go home. I need to finish planting my hydrangeas."

Roland walked out of the precinct, the heavy doors held open by federal agents standing at rigid attention. Behind him, he left a shattered local police station, a corrupt officer now facing federal prison, and a legacy that would echo through the halls of American law enforcement for decades to come.
