The SUVs split as they reached the scene: two fanning wide to block the road in both directions, one swinging onto the shoulder to box in his cruiser from the front, the fourth pulling in tight behind Elaine's Navigator. The coordination was practiced and absolute—the kind of vehicle containment that exists only in federal tactical doctrine. The engines cut simultaneously. The doors opened. Fourteen people stepped out. They wore dark tactical gear under black plate carriers, and the white lettering printed across their backs and chests read: FBI Intelligence Division on four of them, CIA Security Service on six more. And the three who took positions directly flanking Elaine wore no markings at all—only the quiet, professional attention of people who were very good at what they did and had nothing to prove.A woman stepped out of the lead SUV and walked directly toward Officer Odum at a pace that required him to choose between standing his ground or being walked through. She was mid-forties, compact, with close-cropped natural hair and the kind of face that communicated absolute command without the need to raise her voice. The badge clipped to the front of her plate carrier read: Special Agent Renata Cross, FBI.Behind her, two agents with M4 carbines held at the low ready positioned themselves in a loose semicircle. The laser dots from their rifle sights traced small red circles across Odum's chest and shoulders."Step away from the arrestee," Cross said. It was not loud; it didn't need to be. "Hands where I can see them. Step away now."Odum's hands went up automatically, the cuffs swinging from one fist. "This is my jurisdiction," he said, his voice three notes higher than it had been thirty minutes ago. "She's under arrest for possessing forged federal documents and suspected identity theft. I have the right—""You have the right to stop talking," Cross said, closing the last few feet between them. She turned to one of the agents flanking her. "Get the Deputy Director out of those restraints."An agent moved to Elaine immediately, produced a cuff key, and had both restraints off in under four seconds. He examined her wrists briefly, noting the reddening marks, and stepped back.Elaine brought her arms forward and turned to face the scene. She didn't rub her wrists. She stood straight, adjusting the front of her blazer with two precise movements."Deputy Director," Cross said, pivoting to address her with the careful deference of an agent speaking to a superior. "Are you injured?""I'm fine, Renata," Elaine said. "Thank you for the quick response." She paused. "His breast pocket. Left side."Cross turned to Odum and extended one hand, palm up, without a word.Odum stared at her for a long moment. Then his hand went to his breast pocket with the slow, reluctant motion of a man who had been comprehensively wrong and was only now beginning to understand the full dimensions of it. He produced the credential folio and placed it in Cross's palm.
