Cross opened it, confirmed the contents, and handed it to Elaine. Elaine accepted it without ceremony and tucked it inside her blazer."She had a forged document," Odum said, and the conviction had gone out of his voice entirely. It was reflex now—a drowning man grabbing at the last piece of debris. "The plates came back classified. My dispatch couldn't—""Your dispatch," Cross said, turning back to face him fully, "provided you with a federal contact code and a direct instruction not to detain. You had that information and chose to ignore it. You then physically restrained a senior federal official, confiscated government intelligence credentials, and refused multiple verbal advisements." She paused. "Is that an accurate summary?"Odum said nothing.Behind him, the sound of additional sirens reached the scene from the north. Two Whitmore County cruisers came in fast and halted at the perimeter of the SUVs. Three officers piled out, hands going to their weapons, stopping dead when they registered what they were looking at.A senior officer in a white command shirt stepped out of the second cruiser—Deputy Chief Leon Grower, judging by the insignia—moving carefully with both hands open and away from his body."What in God's name...?" Grower said quietly, looking at the federal assets, the tactical lighting, the rifle-equipped agents, and his own officer standing with his hands raised and a look on his face that Grower recognized immediately. He'd seen it before: it was the look of a man who had pushed something that could not be pushed back."Deputy Chief Grower," Elaine said, stepping forward. Her voice carried clearly across the shoulder of Route 9. "Your officer conducted an unlawful traffic stop with no probable cause, confiscated federal intelligence credentials under false pretenses, and placed a Deputy Director of the Central Intelligence Agency in physical restraints following a lawful verbal advisement. He was provided a federal contact code by your own dispatch service and chose to disregard it."Grower closed his eyes for half a second. When he opened them, he looked at Odum with an expression that said everything and nothing. "Garrett..."Odum stared at the pavement."There is a vehicle parked on this shoulder," Elaine continued, her tone even and methodical—the voice of someone reading from an indictment—"that contains a secured hard drive with classified intelligence materials relevant to an active national security operation. The moment Officer Odum initiated this unlawful stop and placed me in custody, he left that vehicle unsecured on a public roadway. That escalates this encounter beyond a civil rights violation; it triggers emergency authority under federal national security statutes." She looked at Grower steadily. "Your officer is being placed in federal custody tonight. That decision is not negotiable, and does not require your consent."
