I crossed my arms. "Mrs. Hendricks, we've been through this before. My property is not actually within your HOA jurisdiction. When I purchased this land, I specifically verified that it was outside the HOA boundaries. I'm not a member of your association, I don't pay your dues, and I'm not subject to your rules.""That's a lie!" she snapped. "All properties in Meadowbrook Hills are part of the HOA!""Not this one," I said calmly. "This parcel was annexed from the original farmland before the development was built. It's specifically excluded from the HOA covenants. My real estate attorney verified it three times before I made the purchase."Officer Martinez was watching this exchange with increasing interest. "Dr. Baxter, how large is your property?""Five acres, all properly zoned for agricultural use. I have all the necessary permits for keeping horses. Lancaster County allows one horse per acre on agricultural land, and I'm well within that limit."Sharon was flipping through her binder more aggressively now, making little frustrated noises. "There has to be something! The smell, the noise, the decrease in property values!""What smell?" Martinez asked bluntly. "I grew up around horses and I can barely smell anything. The manure is clearly being managed properly." He gestured to my composting area, which was neatly contained and positioned far from the property line."And what noise?" I added. "Horses are one of the quietest animals you can keep. They don't bark. They don't crow at dawn. Occasionally, they'll whinny when it's feeding time, but it's no louder than someone's dog."Sharon slammed her binder shut. "This isn't over! The HOA board will be hearing about this, and we will find a way to enforce proper community standards!""Madam," Officer Martinez said, his patience clearly wearing thin, "I need to remind you that filing false reports of animal abuse is a serious matter. Doctor Baxter's animals are receiving better care than many pets I see. If you continue to make baseless complaints, there could be legal consequences for making false reports."The color drained from Sharon's face, then flooded back twice as red. "Are you threatening me?""I'm informing you of the law," Martinez said firmly. "Now, if you'll excuse me, I have actual calls to respond to. Dr. Baxter, thank you for your cooperation. Beautiful animals you have here.""Thanks, Officer. I appreciate you taking the time to actually investigate rather than just taking someone's word for it."Martinez nodded and started back toward his truck, but Sharon wasn't done. She planted herself in front of me, jabbing a finger toward my face."You think you're so smart, coming in here with your horses and your fancy veterinary degree, thinking you can just do whatever you want! This neighborhood was peaceful before you showed up. Now we have to look at your farm animals and deal with the traffic from your visitors!""What visitors?" I asked, genuinely confused. "I barely have anyone over. I'm here by myself most of the time.""I see cars coming and going at all hours!" she insisted."You mean the feed delivery on Mondays and the farrier every six weeks? That's hardly constant traffic."
