"I observed construction activity that appeared to lack proper permits."
"But you're not a building inspector. You have no training in building codes. So, why did you decide this required your attention?"
Hargrove hesitated, and the jury watched his struggle play out. "The neighborhood has had issues with unpermitted construction."
"Really? How many other homeowners in Westgate have you stopped for building fences or sheds?"
"I don't recall specific numbers."
