Corrigan spun around; his mouth fell open.Six agents moved across the flagstone pathway in a staggered formation, rifles raised, tactical lights cutting white cones through the dark."Federal agents! Officer, hands in the air, step away from the subject! Do it now!"Corrigan's hand dropped from his cuffs like the weight had been suddenly cut from it. He raised his hands. The color had drained from his face so completely that even the cold air couldn't account for how pale he had gone."I'm... I'm local police," he stammered. "I was responding to a possible—""Put your hands up and do not speak," said the lead agent, a compact, precise woman with close-cropped silver hair and eyes that cataloged everything in the way of a trained analyst.This was Special Agent in Charge Diane Okafor, fifteen years with DHS Rapid Response, and she had been briefed on Tobias Caldwell's file the moment the panic trigger fired. She knew exactly who she was protecting and exactly what had happened in the previous nine minutes.She stepped past Corrigan entirely and looked at Tobias. "Mr. Caldwell, are you injured?""I'm fine, Agent Okafor," Tobias replied. "He grabbed my arm when he reached for the cuffs.""I'll note it for the record." Okafor turned back to Corrigan with the unhurried certainty of someone who had already decided how this was going to go. "Officer Corrigan, you are being placed in federal custody pending an investigation into civil rights deprivation under color of law. Your dispatch issued a direct order to stand down, which you ignored. You dismissed valid federal credentials. You made physical contact with a protected infrastructure designee. You will be processed at the federal field office in New Haven. Do not resist."
