Black Twins Threatened By Racist Bullies — Unaware They Are Black Belt Fighters
Then he waited. The appeal process had a lengthy timeline under state law. Wendell did not intend to wait 60 days, but the appeal served a purpose that had nothing to do with his outcome. It created a record, a documented timestamp record showing that the Collier Ridge precinct had been asked for public records, had partially complied, had withheld material, and had been formally challenged on the withholding.
In any future proceeding, federal or state, that record would demonstrate a pattern of non-ooperation. and patterns in Wendell's experience were worth more than any single piece of evidence. While the appeal was pending, Micah continued his route. Tull had pulled back as Granger ordered. The patrol car no longer appeared on Windham Lane at dawn.
The stops had stopped, but the calls had not. Ashford continued filing reports, not with 911 now, but through the non-emergency line and not about Micah directly, but about unfamiliar vehicles and unknown individuals near the subdivision. The language had shifted. The intent had not.
And then 3 weeks after Wendell filed the appeal, something arrived that changed the trajectory of everything. It came not through the state records process, but through a different channel entirely. A courier delivered a sealed envelope to a post office box that was not registered under Wendell's name at a location that was not near Maynard Street and the return address was a suite number at a federal building in Washington DC. Inside was a USB drive.
On the USB drive were four video files, body camera footage, Tull's camera, dates matching Micah's fourth, fifth, sixth, and seventh stops. Wendell watched all four files on his encrypted laptop. Wearing earbuds in the parked sedan at a location he chose for its distance from the house and its lack of security cameras. He watched each file twice.
He took notes in a leather-bound notebook that had no name on its cover, no label on its spine, and no identifying marks of any kind. The footage confirmed what Micah's recordings had already documented, but it added a dimension that audio alone could not provide. In the fourth stop, Tull's camera captured him approaching Micah from behind, closing the distance to less than eighteen inches before speaking. In the fifth stop, the camera captured Briggs arriving, examining the delivery manifest, and then leaning close to Tull to say something off-axis.
The camera's microphone positioned on Tull's chest caught only fragments, but three words were audible, compressed by the microphone's proximity to Tull's own breathing. Clean it up. The sixth stop was the one where Tull grabbed the satchel. The camera's angle, as Wendell had anticipated, captured the strap catching Micah's ear and the boy's wince.
It also captured the moment Tull upended the bag, the newspaper scattering, the voice recorder hitting the concrete and bouncing once before settling face up, its red recording light visible. The seventh stop, the most recent one, was the one where Tull placed his hand on Micah's shoulder. On camera, the gesture looked almost paternal. That was the danger of body cameras.
They recorded what the officer's chest faced. They did not record what the officer's face said. But the audio told a different story. The word smart in the phrase smart mouth for a kid your size carried a weight the video could not see, but the listener could feel.
And the 12 second silence that followed, the silence where Micah held his ground and did not speak and did not move, was more damning than anything either of them had said. Wendell saved the files. He backed them up to a second encrypted drive. He locked both drives in separate locations.
He did not tell Micah what he had seen. 2 days later, Wendell drove to the Collier Ridge subdivision at 10:00 a.m. on a weekday, well after Micah's route was finished, well after the morning commuters had left. He parked on Maynard Street, walked through the pedestrian gate, and knocked on the door of 22 Windham Lane. The door opened.
A man in his mid-70s stood in the threshold, tall and lean, with white hair cut short, wearing a pressed shirt and reading glasses pushed up onto his forehead. His name was Arthur Overton. He had lived in Collier Ridge for 19 years. He was a retired logistics officer, though he did not advertise the fact, and he had the posture and bearing of a man who had spent decades in environments where bearing mattered.
Overton looked at Wendell for 3 seconds. Then he stepped back and held the door open. Mr. Kaine, come in. He said it with a weight that did not match a casual greeting between neighbors.
He said it the way a man says a name when he has been expecting it. when the arrival is not a surprise but a confirmation and when the respect embedded in the address is not social but professional. Wendell entered. They sat in Overton's living room. The windows overlooked Windham Lane.
From this angle, Overton could see the exact section of sidewalk where Tull had stopped Micah seven times. "You've been watching," Wendell said. "I've been paying attention. There's a difference." Overton removed his glasses and set them on the side table.
Your nephew is a good kid. I buy the paper from him every Thursday. He folds it tight, sets it against the door so the wind doesn't take it. Polite, quiet, never cuts a corner.
How many times have you seen him stopped? Four that I saw from this window. Three more that I heard about from Gil at the security desk. Overton paused.
I also saw the incident with the satchel. May 3rd, 5:52 a.m. I was up early. Arthritis doesn't care about schedules. You saw Tull pull the bag.
I saw an officer remove a bag from a child's shoulder with force sufficient to cause the child visible discomfort. I saw the contents emptied onto the sidewalk. I saw the officer examine a recording device and then return it. I also saw the second officer arrive, examine a document, and speak privately with the first officer in a manner that suggested coordination of narrative rather than independent assessment.
The phrasing was precise, observational, the language of someone accustomed to documenting what he saw in terms that would survive cross-examination. Wendell looked at him. Mr. Overton, would you be willing to provide a written statement describing what you observed? Overton folded his hands.
I was expecting you to ask. I've already drafted one. He reached to the side table and produced a manila folder. Inside was a three-page type statement dated, signed, and notarized.
