"What concerns?"Pearl slid a folder across the table like she'd rehearsed the motion. "A review of the property's history has turned up several outstanding violations: landscaping non-compliance, improper storage in the side yard, an unapproved fence modification from..." She squinted at the paper. "...four years ago.""Four years ago?" James's voice was flat. "Nobody said a word about any of this for four years.""That doesn't mean it wasn't a violation." Pearl didn't look up. "The board is well within its rights to enforce standing bylaws retroactively.""Convenient," Nancy said, "that they're only being enforced now.""I'd be careful with that tone," Pearl said, though her hands were trembling slightly as she straightened the folder.James leaned forward. "How much are we talking?"Pearl read off the number without flinching, like reading a grocery list. It was thousands of dollars—more than thousands. Enough to make Nancy's stomach drop straight through the floor."That's insane," Nancy said. "Nobody else on this street has ever paid a fine like that for anything.""Every homeowner is held to the same standard," Pearl said, though the words came out stiff, rehearsed, like she didn't fully believe them herself.James's jaw tightened. "This started four days ago. The exact same week a man impersonating an officer tried to tow my wife's car. You expect us to believe that's a coincidence?"For the first time, Pearl's composure cracked just slightly. Her eyes flicked almost involuntarily toward Venus, sitting quiet and still at the edge of the room. Venus said nothing. She didn't need to. She simply sat there, hands folded, letting the paperwork do exactly what she'd built it to do.
